What changes are proposed
The draft law suggests eliminating the requirement for individuals to personally submit statements confirming they do not receive pensions from Russia.
Instead, the Pension Fund of Ukraine would independently verify this information using state registers, including data on military service or discharge.
The fact of military service would automatically serve as confirmation that a person is not receiving a pension from Russian authorities.
Who it applies to
The proposal covers:
- mobilized individuals;
- contract servicemen during martial law;
- discharged military personnel and veterans.

Experts generally support the simplification but stress that it does not resolve broader systemic issues.
