200 million bail: HACCU appeal does not mitigate the measure of restraint for Herman Halushchenko

The Appeals Chamber of the High Anti-Corruption Court upheld the pretrial detention order for former Energy Minister Herman Halushchenko. Consequently, he will remain in custody, with the option to post bail in the amount of 200 million hryvnias.
Positions of the Parties
The defense requested that the detention be changed to round-the-clock house arrest. Halushchenko himself, who participated in the hearing via video link, supported the motion.
At the same time, the prosecutor insisted on increasing the bail amount to nearly 425 million hryvnias. According to him, this amount is commensurate with the benefit that, according to the prosecution, the suspect actually received.
The prosecutor also noted that, according to the investigation, as of April 2025, the accounts of Oros Investment Ltd and Kong Ventures—whose beneficiaries are the former minister’s wife and three children—held over $6.5 million (approximately 268 million hryvnias). In total, according to the investigation, over $12 million was deposited into these accounts over the entire period.
The appellate court did not accept the parties’ arguments and upheld the previous preventive measure.
