22 thousand families already receive basic social assistance: the government is preparing a new support model

In Ukraine, 22 thousand families, or about 68 thousand citizens, already receive basic social assistance. Currently, the program is operating in a pilot format, and the Verkhovna Rada has already supported the legislative framework for its full launch in the first reading.
This was announced by the Minister of Social Policy, Family and Unity of Ukraine Denys Ulyutin.
According to the minister, basic social assistance is a new format of state support that changes the approach to calculating payments. From now on, the key criterion will not be a person’s social status, but the real income and needs of a particular family.
As part of the preparation of the draft law for the second reading, the government also proposes to expand the system of support with social services. This includes care, vocational training, retraining, assistance in employment and other tools to overcome difficult life circumstances.
The Ministry of Social Policy emphasizes that the main goal of the program is not just to provide payments, but to help people return to economic independence and a stable life.
Recall that in May 2026, the Verkhovna Rada supported in the first reading a draft law on the introduction of basic social assistance in Ukraine.
