The Verkhovna Rada must adopt about 30 more laws by the end of 2026 to fulfill Ukraine’s international obligations. At the same time, the Cabinet of Ministers needs to approve 42 resolutions. Further cooperation with international partners and receiving financial support depend on the fulfillment of these tasks.

This was reported by the press service of the Verkhovna Rada of Ukraine with reference to Oleksiy Leonov, a people’s deputy from the Servant of the People party, a member of the Committee on Finance, Tax and Customs Policy.

Ukraine has opened the way to receiving $4.3 billion

According to the parliamentarian, one of the key decisions was the adoption of a law on taxation of international parcels worth up to 150 euros.

It was this document, according to Leonov, that opened the way for Ukraine to receive $4.3 billion in macro-financial assistance.

At the same time, to fulfill international obligations, the parliament adopted a number of other legislative amendments.

In particular, it concerns:

Taxation of income received through digital platforms.

Amendments to the legislation on publicly significant persons.

Creation of conditions for the election of members of the Accounting Chamber.

Increasing the transparency of the assessment of state and municipal property.

According to the deputy, it was these draft laws that caused the most discussions in parliament.

Another 30 laws and 42 resolutions: what needs to be done by the end of the year

Despite the decisions already made, Ukraine must fulfill a significant part of its international obligations.

According to Oleksiy Leonov, by the end of 2026, the parliament must vote on almost 30 more laws.

However, legislative work is not enough. The Cabinet of Ministers must also approve 42 government resolutions.

Thus, the further fulfillment of obligations to partners depends on the coordinated work of the Verkhovna Rada and the government.

What laws should the parliament adopt first

Among the priority areas of legislative work, the deputy named anti-corruption initiatives and economic reforms.

In particular, the Verkhovna Rada should focus on:

Adoption of anti-corruption bills.

Simplification of bankruptcy procedures for small and medium-sized businesses.

Improving energy market regulation.

Reforming the public procurement system.

Improving conditions for investment activities.

Leonov emphasized that the approximation of Ukrainian legislation to European norms should not only ensure the implementation of international agreements, but also improve the work of state institutions.

Why the adoption of laws is delayed

The parliamentarian separately drew attention to political disputes around important bills.

In his opinion, some politicians use socially sensitive issues to gain political advantages, which is why voting is postponed until the last moment.

As an example, he cited the law on taxation of international parcels.

According to Leonov, the document was criticized for a long time, but in the end the parliament supported it due to the need to fulfill international obligations.

This is the assessment of the people’s deputy, and not the officially established reason for the delay in considering the bill.

Does international aid depend on new laws

According to information published on the website of the Verkhovna Rada, the fulfillment of legislative and government obligations is an important component of Ukraine’s cooperation with international partners.

At the same time, the adoption of the necessary documents does not always mean the automatic receipt of funds. Financing is carried out in accordance with the terms of specific international programs.
