75% discount on utility bills: what benefits will be provided to the UBD in March 2016

Combat veterans are entitled to significant discounts on utility bills. As of March 2026, the mechanism for calculating these benefits remains unchanged and is governed by the Law of Ukraine “On the Status of War Veterans and Guarantees of Their Social Protection.”
Which services are eligible for the discount
In accordance with Article 12 of the law, combatants are granted:

- a 75% discount on housing costs (rent);
- 75% discount on heating, electricity, gas, cold and hot water;
- a 75% discount on household waste collection;
- a 75% discount on liquefied gas and solid fuel (for households without centralized heating).
Benefits are provided within established limits: the calculation is based on an area of no more than 21 square meters per resident plus 10.5 square meters per household.
Persons with disabilities resulting from war are entitled to 100% compensation for housing and communal services costs within the limits of state standards.
How to Apply for the Benefit
To apply for the benefit, you must contact the Pension Fund of Ukraine or the Administrative Services Center. If a veteran cannot submit the application in person (due to military service, illness, or other valid reasons), their close relatives may do so on their behalf.
The following documents must be attached to the application:
- Ukrainian passport;
- Taxpayer Identification Number (TIN);
- Certificate of War Veteran;
- bank account details (IBAN);
- information on utility services (account numbers, provider names).
If the benefit applies to family members, their documents must also be submitted.
As of March 2026, no changes have been made to the procedure for granting benefits. Defenders continue to fully enjoy the guarantees provided by law.
