A quarter of the wine shelf is for Ukrainian wine: new requirements are being promoted in the Rada

Ukrainian stores, restaurants, cafes and bars may introduce a mandatory share of domestic wine on the shelves. This means at least 25% of products in the most visible places for buyers. The relevant changes are provided for by draft law No. 15364.
The Verkhovna Rada Committee on Agrarian and Land Policy recommended that the parliament adopt the document as a basis.
The initiative provides that Ukrainian wines should occupy at least 25% of the display area in the most visible and accessible places for buyers.
Who will the new rule apply to
If the draft law is adopted, the requirement will apply to:
supermarkets;
shops;
restaurants;
cafes;
bars that sell alcohol.
It is proposed to introduce such a rule for the period of martial law and for one year after its end.
The authors of the initiative explain it by the need to support Ukrainian winemakers, who find it more difficult to compete with large international brands for shelf space and marketing budgets.
How will the 25% be calculated
This is where one of the main questions remains.
The draft law refers to 25% of products on display areas, but it is not clearly defined how this share should be calculated – by the number of bottles, the number of items, or the area of the shelf.
For example, on a shelf with 100 bottles, there could theoretically be 25 bottles of Ukrainian wine, but this does not necessarily mean that a quarter of the store’s entire assortment should be Ukrainian.
The concept of the “most visible and accessible place for the buyer” also needs to be clarified, since the document does not yet establish precise criteria for such placement.
The law has not yet been adopted
The committee recommended adopting draft law No. 15364 only as a basis, so its provisions may still be finalized before the second reading.
The document was registered in June 2026, and on September 23, the Verkhovna Rada registered a resolution on its adoption as a basis.
Thus, the requirement for 25% of Ukrainian wine on the shelves is not yet in effect. The final mechanism for its application will depend on further consideration and possible finalization of the draft law.
