A record 5,236 amendments were submitted to the 2027 state budget: their consideration may take more than 16 working days

MPs submitted 5,236 amendments to the draft state budget of Ukraine for 2027. This is approximately one and a half times more than last year, and the largest number since at least 2003.

This was announced by the head of the Verkhovna Rada Committee on Budget, Roksolana Pidlasa.

Over 5,000 amendments to the budget

According to Pidlasa, she considers about two-thirds of the submitted proposals to be so-called “legislative spam”.

The head of the budget committee explained that some of such amendments can be used for lengthy speeches in the session hall or as a tool to insist on taking other proposals into account.

If at least 90 seconds are spent on discussing each of the 5,236 amendments, their consideration, according to her calculations, can take more than 16 full working days.

What the draft budget for 2027 provides

The government approved and submitted to the Verkhovna Rada the draft state budget for 2027 on September 15.

The document provides for UAH 4.885 trillion for defense needs, which is almost 44% of Ukraine’s GDP.

State budget revenues in 2027 are projected at UAH 5.65 trillion. This is 8.7% more compared to the plan for 2026.

Expenditures are planned at UAH 7.27 trillion — 13.5% more than in 2026.

At the same time, Ukraine’s need for international financial support next year is estimated at $52.6 billion.

What is the planned minimum wage

The draft state budget also includes an increase in the minimum wage.

From January 1, 2027, it is proposed to set it at UAH 9,546. This is UAH 899, or approximately 10.4%, more than the 2026 figure.

At the same time, all of the above figures are still contained in the draft state budget. The document has yet to be considered by the Verkhovna Rada, so individual amounts and provisions may change before the final adoption of the 2027 budget.
