A series of terrorist attacks against the CCC were prevented in Kyiv: two suspects in cooperation with the Russian Federation were detained

The Security Service of Ukraine and the National Police announced the exposure of a group that, according to the investigation, was preparing a series of terrorist attacks in the center of Kyiv on behalf of Russian special services. The potential targets were the buildings of the territorial recruitment and social support centers (TCK and SP). Two suspects were detained, another was reported on suspicion in absentia.

They planned attacks on the TCK buildings

According to the investigation, the suspects considered several options for carrying out terrorist attacks on military facilities in the capital.

Law enforcement officers established that the suspects conducted reconnaissance near potential targets, studied the location of security and video surveillance cameras.

In particular, the men traveled around Kyiv by car, photographed and filmed the facilities they planned to attack on their phones.

According to the investigation, they also prepared possible escape routes after committing the crimes.

The SBU and the National Police detained both men during another reconnaissance near potential targets.

Who is among the suspects

According to law enforcement, two previously convicted men may have been involved in preparing the attacks.

One of the detainees is a resident of Chernihiv region, who previously served a sentence for murder. The other is a resident of Sumy region, whom they met while in the same correctional colony.

According to the investigation, the men were carrying out tasks for Russian special services.

In addition, they allegedly intended to involve a third accomplice in the implementation of the plan.

During the detention of one of the suspects, law enforcement officers found a live grenade in the car, which, according to the investigation, they planned to use for a terrorist act.

What punishment does the suspect face

SBU investigators informed the detainees of suspicion under two provisions of the Criminal Code of Ukraine:

Part 1 of Article 14 of the Criminal Code of Ukraine – preparation for a criminal offense.

Part 2 of Article 258 of the Criminal Code of Ukraine – a terrorist act committed by a group of persons in advance of a conspiracy.

Both men are currently in custody without bail.

According to law enforcement officials, if found guilty, they face up to 12 years in prison with confiscation of property.

The third suspect, who, according to the investigation, is abroad, was reported in absentia.

The investigation is ongoing

The operation was carried out by officers of the Main Directorate of the Security Service of Ukraine in Kyiv and Kyiv region together with the National Police.

The Kyiv City Prosecutor’s Office is conducting the procedural management of the case.

The SBU emphasizes that due to the early detection of the suspects, possible terrorist attacks in the capital were prevented.

At the same time, according to Article 62 of the Constitution of Ukraine, a person is presumed innocent of committing a crime until his guilt is proven in accordance with the law and established by a court verdict of guilty.
