Advertising of thesis and term paper writing services banned in Ukraine

From July 31, 2026, amendments to the Law of Ukraine “On Advertising” came into force in Ukraine, which prohibit advertising services for writing academic papers on order and any other offers that violate the principles of academic integrity.

The relevant amendments were introduced in connection with the entry into force of the Law of Ukraine “On Academic Integrity”.

What advertising is prohibited

From now on, the following services are prohibited:

writing of term papers, diplomas, master’s and dissertations to order;
creating separate sections or parts of academic works;
selling or transferring ready-made academic texts;
alienation of authorship or any other actions that violate academic integrity.

At the same time, the ban applies regardless of how the service is called. It applies, in particular, to advertising under the names “diploma assistance”, “academic support”, “writing consultation”, “turnkey work” and other similar formulations.

What services remain permitted

The new rules do not prohibit advertising of legitimate educational and consulting services.

In particular, it is permitted to advertise:

tutoring;

educational consulting;

editorial services;
checking the structure, style, language and design of academic papers.

At the same time, the performer does not have the right to create an academic work instead of its author or to facilitate the illegal appropriation of authorship.

What does this mean

The new requirements are aimed at strengthening academic integrity and combating the market for commercial writing of scientific and student papers.

From now on, advertisers and companies that promote such services must bring their advertising materials into line with the requirements of the law, because advertising for the writing of academic papers to order is officially prohibited in Ukraine.
