After 46 years in office: Kyiv region community head’s powers terminated early

In the Voronkivska community of the Boryspil district, the powers of the village head Lyubov Cheshko, who had worked in local government bodies for decades, were terminated early.

The decision to express no confidence was adopted by the deputies of the Voronkivska village council on September 15, 2026. 19 deputies voted for it. The council document states that this number of votes is more than two-thirds of the total composition of the council.

Why did the deputies express no confidence?

The official decision No. 2025-57-VIII lists among the grounds for early termination of powers the systematic failure of the village head to fulfill his official duties, violation of the requirements of the legislation in the field of property and financial management of the community, as well as ignoring the decisions of the village council.

Back in July 2026, deputies adopted a separate decision recognizing the work of Lyubov Cheshko for the period from January 16, 2021 to July 6, 2026 as unsatisfactory. At that time, the issue was, in particular, the claims of the deputy corps regarding the implementation of the council’s decisions and compliance with the regulations.

Has been in charge since Soviet times

Lyubov Cheshko headed local government bodies in the Boryspil region for about 46 years – her work in a leadership position began back in 1980.

After the administrative and territorial reform, she headed the Voronkivsk territorial community.

Cheshko herself does not agree with the claims about her work. In her comments to the media, she insisted that she reported to the community and did not leave deputy inquiries unanswered. The former head also mentioned conflicts around land issues in the community.

Who now leads the community

The powers of Lyubov Cheshko officially ended on September 15, 2026.

The duties of the village head were temporarily assigned to the secretary of the Voronkiv Village Council, Vitalina Spis, until a new head is elected or a person elected in the extraordinary elections begins to perform his duties.

Already on September 18, the village council separately regulated the terms of payment for Vitalina Spis as the acting head.
