Air Defense at Critical Infrastructure Enterprises: Changes in Armament

The government has amended the pilot project on integrating businesses into the national civil defense system, which was adopted in November 2025:
- Critical infrastructure enterprises, regardless of ownership, may form civil defense groups.
- Qualification requirements for the composition of air defense groups are being introduced. Personnel will undergo training and certification at institutions designated by the Ministry of Defense.
- Transparent accounting rules – the procedures for inventorying, storing, accounting for, and using air defense equipment and ammunition have been updated.
- Temporary provision of weapons. The Air Force Command of the Armed Forces of Ukraine will be able to temporarily transfer air defense equipment and ammunition to enterprises on a case-by-case basis for each enterprise. This refers to weapons currently not in use by combat units. In the event of ammunition use, replenishment will be carried out via a simplified procedure based on a report of actual expenditures.
According to the Ministry of Defense, the mechanism of the pilot project previously provided only for the procurement of air defense equipment by the enterprises themselves. From now on, to carry out air defense tasks, enterprises will be temporarily provided with weapons from the warehouses of Ukrainian Armed Forces units that are not currently in use by combat units, as part of the pilot project.
The list of equipment and the volume of ammunition will be determined by the Ukrainian Air Force in a joint decision on the formation of an air defense group.
In the event that ammunition is used during the repulsion of attacks, replenishment will be carried out via a simplified procedure based on a report of actual expenditures.
The transfer will be carried out:
- exclusively for the duration of the pilot project;
- in consultation with the Air Force Command of the Armed Forces of Ukraine;
- based on an individual decision for each enterprise.
As a reminder, the pilot project to involve enterprises in the state air defense system was launched in November 2025. Under this project, air defense groups are being formed at enterprises; these groups operate under the leadership of military command within the unified Air Force command system, are integrated into the state’s overall air defense system, and carry out tasks to protect facilities from air attacks.
