Almost 5 trillion UAH for defense: the Rada spoke about the preparation of the 2027 budget

The Verkhovna Rada is actively working on the draft state budget of Ukraine for 2027. The defense sector remains the key expenditure item – almost 5 trillion hryvnias are planned to be allocated to it.

This was stated by the People’s Deputy from Holos Halyna Vasylchenko.

According to her, the current break in the plenary sessions of the parliament does not mean that the people’s deputies have gone on vacation. Some parliamentarians are participating in international events, in particular meetings of the PACE, OSCE and the Inter-Parliamentary Union, while others are working in the districts.

At the same time, one of the key areas of work remains the preparation of the state budget for the next year. By October 1, the people’s deputies must submit their proposals and amendments to the document.

The largest amount of funds is planned to be allocated to defense – almost 5 trillion hryvnias.

A separate issue remains the possible increase in the financial support of Ukrainian military personnel.

“We all expect the Ministry of Finance and the Ministry of Defense to provide clear proposals on how they see the increase in financial support for military personnel. This is an urgent and very important issue,” Vasylchenko noted.

The deputies also plan to defend the financial capacity of local communities. In particular, they are talking about maintaining the share of personal income tax for local budgets at 64% instead of the proposed reduction to 60%, as well as the issue of reverse subsidies.

According to the deputy, it is local budgets that often respond promptly to the needs of military units and finance the purchase of necessary equipment, including drones and cars.

Vasylchenko also commented on tax initiatives. She opposed the abolition of benefits for international parcels worth up to 150 euros, believing that such changes would be more appropriate to introduce after the end of hostilities and martial law.

In addition, the MP reported on the possible registration of a government bill on the introduction of VAT for microbusinesses and individual entrepreneurs. According to her, such an initiative is already causing discussions among entrepreneurs.
