Individual entrepreneurs continue to strengthen their positions in the public procurement system. In the first half of 2026, more than 83 thousand individual entrepreneurs have already become winners of almost a million tenders through the Prozorro system. At the same time, analysts drew attention to individual cases when state contracts were received by entrepreneurs with the status of missing persons.
Almost a million tenders won in half a year
According to the electronic public procurement system Prozorro, as of the beginning of July 2026, 83,422 individual entrepreneurs became winners of state tenders. In total, they won 923,739 procurements.
For comparison, during 2025, state contracts were received by 115,512 individual entrepreneurs, who won over 2 million tenders.
Analysts note that entrepreneurs are increasingly actively participating in state procurement. If in 2021, an individual entrepreneur had an average of 6.2 won tenders, then in 2025 this figure increased to almost 18.
One entrepreneur won over 2.2 thousand tenders
There are also record holders among the procurement participants.
Thus, one of the entrepreneurs won 2,288 tenders in the first half of 2026 alone, which is the highest figure among individual entrepreneurs this year.
Another entrepreneur won 788 tenders, cooperating with 769 different government customers at once.
The absolute record for the entire time the Prozorro system has been operating belongs to an entrepreneur who won 10,225 victories in government procurement.

During the analysis of the data, analysts identified two individual entrepreneurs who already had the status of missing persons, but became the winners of six state tenders for a total amount of 297.5 thousand UAH.
At the same time, experts emphasize that the fact of a person being included in the Register of Missing Persons does not automatically terminate his or her entrepreneurial activity.
Why can an individual entrepreneur continue to operate
According to the legislation, in order to terminate the activities of an individual entrepreneur, it is necessary to conduct state registration of termination.
The basis for this may be, in particular, a court decision to recognize a person as missing or to declare him or her deceased. In itself, acquiring the status of missing person does not terminate the status of an individual entrepreneur, therefore such entrepreneurs can formally remain participants in public procurement.
