The First Deputy Head of the Kyiv City Military Administration Andriy Tkachev temporarily headed the KMVA. The corresponding order was published on the official website of the Kyiv city government.
According to the document, Andriy Tkachev began to temporarily perform the duties of the Head of the Kyiv City Military Administration from July 17, 2026.
The order, signed on July 16, notes that the decision was made to ensure the continuous operation of the KMVA in accordance with the distribution of duties between the head of the administration, his first deputies and deputies, approved on May 8, 2026.
“In order to ensure the continuous operation of the Kyiv City Military Administration, I am starting from July 17, 2026 to temporarily perform the duties of the Head of the Kyiv City Military Administration…”, the document says.
Before that, Andriy Tkachev held the position of First Deputy Head of the KMVA.
What is known about the new acting head
According to media reports, Andriy Tkachev previously worked at the State Service of Ukraine for Transport Safety, where he headed the State Control Department. He was also involved in the reform of the National Police.
After the start of Russia’s full-scale invasion of Ukraine, Tkachev voluntarily joined the ranks of the Defense Forces of Ukraine.
Currently, he will ensure the fulfillment of the powers of the head of the Kyiv City Military Administration until further personnel decisions are made.
