The Association of Ukrainian Cities has appealed to Prime Minister Serhiy Koretsky to immediately unblock payments from communities. The Association of Ukrainian Cities states that the restrictions are already affecting preparations for the heating season, the operation of utility services, and the restoration of infrastructure damaged by shelling.

According to the Association of Ukrainian Cities, problems with making payments have arisen since September 9, 2026.

The Association of Ukrainian Cities claims that even with the availability of money in the accounts and the compliance of payments with the requirements of Cabinet Resolution No. 590, communities cannot finance a number of necessary expenses.

What communities cannot spend money on

This includes, in particular, the purchase of fuel for vehicles involved in providing medical care and clearing debris after Russian shelling.

Also, according to the Association of Ukrainian Cities, there have been problems with paying for work and equipment for medical, educational, and social institutions.

The restrictions affected preparations for the heating season, the establishment of Invincibility Points, and the repair of damaged infrastructure and energy facilities.

The Association warns that further blocking of payments may negatively affect the work of utility services, state and international institutions, educational institutions, medical institutions, and the social sphere.

The AMU appealed to the Prime Minister

The Board of the Association of Ukrainian Cities called on the Prime Minister to unblock payments, as well as stop charging fines to communities for overdue credit and other payments if they could not make them due to the relevant restrictions.

Separately, the AMU raised the issue of the responsibility of officials whose decisions or actions, according to representatives of the association, led to the suspension of payments.

Earlier, the head of the Verkhovna Rada Budget Committee, Roksolana Pidlasa, reported on the postponement of UAH 39 billion in capital expenditures to December. According to her, these funds were to be used, in particular, to protect energy facilities before winter, build shelters in schools and hospitals, reconstruct medical facilities and social housing.

At the same time, social expenditures, in particular salaries for budget employees, continue to be financed.

The Association of Ukrainian Cities insists that the situation needs to be resolved as soon as possible, especially on the eve of the heating season.
