“Customs visa-free” is gaining momentum: Ukrainian customs have processed 64.5 thousand declarations in three months

The number of international cargo transportation using the common transit procedure continues to grow in Ukraine. In the third quarter of 2026, Ukrainian customs issued 64.5 thousand transit declarations in the NCTS system. September became a record month in terms of the use of “customs visa-free”.

How many transit declarations were issued in Ukraine

According to the State Customs Service, during July-September 2026, Ukrainian customs issued 64.5 thousand declarations under the common transit procedure.

In particular:

43.4 thousand transit movements initiated in Ukraine were completed in other states – participants in the Convention on the Common Transit Procedure.

21.1 thousand transportations initiated abroad were completed by Ukrainian customs.

More than 9.5 thousand T1 declarations were issued for internal transit.

Such results indicate a more active use of international customs clearance mechanisms by Ukrainian business.

September was a record month

The highest rates of use of the common transit procedure were recorded in September 2026.

During the month, Ukrainian customs offices processed almost 16 thousand declarations for the shipment of goods.

In addition, more than 6 thousand transit movements that began outside Ukraine were completed.

The State Customs Service notes that these results confirm the growing demand for electronic customs procedures among entrepreneurs.

Over a billion euros of customs guarantees

In parallel with the increase in the number of transit operations in Ukraine, the use of customs guarantees is expanding.

In the third quarter of 2026, comprehensive guarantees were used in almost 40 thousand T1 declarations during the transportation of goods through the territory of the European Union.

During this period, the State Customs Service registered another 12 new comprehensive guarantees.

As of the end of September, Ukraine had:

123 general guarantees worth over EUR 447 million;

5,080 individual guarantees worth a total of EUR 726 million.

The total amount of active guarantees exceeded EUR 1.17 billion.

What is “customs visa-free” and how does it work

“Customs visa-free” is a common transit mechanism that allows goods to be transported between countries that are parties to the relevant international convention using a single transit declaration.

The electronic system NCTS (New Computerised Transit System) is used to process such shipments.

It ensures the exchange of customs information between countries and simplifies transit procedures.

For Ukrainian enterprises, this means the ability to process international shipments according to agreed rules and reduce the administrative burden when moving goods across borders.

At the same time, “customs visa-free” does not cancel customs control, the need to pay payments stipulated by law, or fulfill other requirements for the movement of goods.

Ukraine is bringing customs procedures closer to EU standards

The State Customs Service emphasizes that the increase in the number of transit operations is associated, in particular, with the development of electronic services and the implementation of the sixth phase of the NCTS system.

Further digitalization of customs procedures should contribute to Ukraine’s integration into the European customs space and facilitate business operations in international markets.
