Ukraine may soon introduce a system of penalty points for drivers, which provides not only financial responsibility, but also real deprivation of the right to drive. The Verkhovna Rada plans to consider the relevant bill this year.
People’s Deputy Volodymyr Kreydenko reported on the initiative, noting that the current system of fines does not have the desired effect. Drivers often systematically violate traffic rules, pay fines and continue to ignore safety requirements.
How the new system will work
The proposed model involves the accrual of penalty points for each traffic violation. If a driver accumulates a certain limit during the year – approximately 15 points – he automatically loses his driver’s license.
The return of rights will be possible only after re-taking training and passing exams.
European experience
Similar systems have long been operating in European countries and the USA, in particular in Germany, France and Poland. They have proven their effectiveness in reducing the number of violations and improving driving culture.
A course to change driver behavior
The main goal of the initiative is not punishment as such, but the formation of a responsible attitude to traffic rules. Lawmakers expect that the risk of losing driving privileges will become a more effective deterrent than fines.
It is expected that the bill may be adopted by the end of the year, which will pave the way for the implementation of the new system in practice.
