English language exams and digital identification: the Ministry of Internal Affairs is preparing new rules for drivers

The Ministry of Internal Affairs of Ukraine has published a draft amendment to the procedure for taking driving license exams, which provides for a significant update of the procedures for both citizens of Ukraine and foreigners. The document has already been submitted for public discussion and, after approval by a number of departments, should be registered with the Ministry of Justice.

One of the key innovations is the ability to take a theoretical exam in English. Currently, testing is carried out exclusively in Ukrainian, which creates difficulties for foreigners who have only 60 days to exchange their driver’s license after moving. The introduction of an English-language version should eliminate this barrier and make state services more accessible.

At the same time, the draft strengthens control over the identification of candidates. Before taking the exams, all applicants will be photographed, and digitized facial images will be entered into the Unified State Register of the Ministry of Internal Affairs. This approach is designed to minimize fraud and prevent fakes from taking the exams.

The department emphasizes that the changes are aimed at increasing the transparency of procedures, adapting to international standards, and strengthening road safety.
