Entry-2027 in Ukraine may be held under new rules: the Rada will consider a draft law on the abolition of the State Tax Service and a special entry procedure

The Verkhovna Rada has registered draft law No. 15440, which proposes to legislatively regulate the special procedure for conducting the state final certification and the entrance campaign in 2027. The initiative is related to the security risks that the full-scale war continues to create.

The document was developed in order to implement the Plan of Legislative Work of the Verkhovna Rada of Ukraine for 2026. Its authors note that in the conditions of Russian aggression, it is necessary to ensure a safe and flexible mechanism for admission to institutions of professional pre-higher and higher education.

Admission to universities is proposed to be carried out according to a special procedure

According to the draft law, admission to higher education institutions in 2027 will be carried out according to a special procedure, which will be determined by the central executive body in the field of education and science. At the same time, the norms of the Law of Ukraine “On Higher Education” regulating the conduct of the entrance campaign will temporarily not be applied.

It is proposed that the competitive selection of applicants be conducted based on the results of entrance exams taken in 2024, 2025, 2026 or 2027. That is, applicants will be able to use the results of the previous three years’ testing, not just the current one.

What subjects are provided for admission

The draft law provides that the entrance exams will consist of four subjects.

The following will remain mandatory:

Ukrainian language;

Mathematics;
History of Ukraine.

The applicant will be able to choose the fourth subject independently from the proposed list:

Foreign language;

Biology;
Geography;

Physics;
Chemistry;
Ukrainian literature.

Thus, the structure of the entrance exams will remain similar to the current model – three mandatory disciplines and one elective subject.

Separate rules are also proposed for colleges

A special admission procedure is planned to be introduced for institutions of professional pre-higher education.

In 2027, admission to colleges will also be carried out in accordance with the procedure determined by the Ministry of Education and Science, without applying the separate requirements of the Law of Ukraine “On Professional Pre-Higher Education”.

It is proposed to cancel the state final certification

One of the key provisions of the draft law is the exemption of graduates from passing the state final certification (SPA).

If the document is adopted, all students who will complete the appropriate level of complete general secondary education in 2027 will not take the state final certification.

Additional funds from the budget will not be needed

It is proposed to finance the organization of entrance exams at the expense of already foreseen state budget expenditures under the program of the Ukrainian Center for Education Quality Assessment.

It is also allowed to use other sources of funding that are not prohibited by law. At the same time, the authors of the bill emphasize that the implementation of its provisions will not require additional expenses from the state or local budgets.

Why are the admission rules proposed to be changed

The explanatory note notes that the need for new rules is due to martial law and security risks for participants in the admission campaign.

The Ministry of Education and Science previously also stated the need to improve the procedure for the National Multi-Subject Test. In particular, due to massive shelling, air raids, distance learning, and constant moving, a significant number of applicants found themselves in difficult conditions during the testing.

One of the most resonant cases this year was the situation in the Odessa region, where due to a prolonged air raid, NMT participants were forced to spend almost 13 hours in shelters.

What remains unknown so far

Despite the proposed changes, the bill does not define a specific mechanism for conducting entrance exams in 2027.

In particular, the document does not answer the question of whether applicants will take all four subjects in one day or the testing will be held in several stages. Also, the draft law does not provide for the cancellation of the National Multi-Subject Test, but only creates a legal basis for conducting an entrance campaign according to special rules.

The final procedure for conducting entrance tests must be approved by the Cabinet of Ministers of Ukraine. If the law is adopted, the government will be obliged to develop and approve all necessary regulatory legal acts within three months from the date of its entry into force.

If the Verkhovna Rada supports draft law No. 15440, it will enter into force the day after its official publication.
