EU links further funding to Ukraine with implementation of reforms

Ukraine must continue to implement the reforms and political conditions agreed with the European Union in order to receive the next financial tranches. The European Commission emphasizes that the war and the difficult situation in the country are taken into account, but the fulfillment of the commitments made remains an important condition for financial support.
This was stated by the European Commission spokesman Balazs Ujvari, commenting on further financing of Ukraine.
According to him, it is important for the EU that Ukraine maintains the pace of reforms and timely fulfills the agreed political conditions. It is precisely with their implementation that further payments under financial support programs, in particular the Ukraine Facility and macro-financial assistance, are linked.
At the same time, the European Commission recognizes that Ukraine is carrying out reforms in extremely difficult conditions of a full-scale war. Brussels notes the significant efforts that the state has made in recent years, but emphasizes the need to maintain the dynamics of change.
The issue of reforms and financial support was also discussed during the contacts between Ukrainian President Volodymyr Zelensky and European Commission President Ursula von der Leyen.
On September 23, the European Commission confirmed that Ukraine is expected to adopt the necessary reforms to further unlock funding. This includes, in particular, fulfilling the conditions related to Ukraine’s budget support.
€90 billion for Ukraine in 2026–2027
The European Union has provided Ukraine with credit support of up to €90 billion for 2026–2027. Approximately €60 billion will be allocated to support defense capabilities, and another €30 billion to budget support and ensuring the functioning of the state.
Up to €45 billion in support is provided for 2026. Part of the budget funding directly depends on Ukraine’s implementation of the agreed conditions and reforms.
The European Commission emphasizes that such conditions relate, in particular, to the rule of law, the fight against corruption, economic sustainability and public finance management.
As of September, the European Commission reported the payment of almost €15 billion to Ukraine as part of a new support package – for defense and budgetary needs.
Thus, the further receipt of part of the European funding will depend not only on EU decisions, but also on Ukraine’s implementation of the agreed reforms and political conditions.
