Fake Combat Payments Worth UAH 9.3 Million: BEB Exposes Scheme in Defense Unit

Detectives of the Bureau of Economic Security (BEB) have uncovered a large-scale scheme involving незаконні бойові виплати within a unit of Ukraine’s defense forces, causing over UAH 9.3 million in state losses.

According to the investigation, between February 2023 and September 2024, a group of eight officials — including a commander, deputy commander, and chief of staff — entered false information into official documents. Servicemen were falsely listed as participating in combat operations, while in reality they remained in rear positions and were not involved in active missions.

Based on forged records, payment lists were compiled and additional monthly rewards of up to UAH 100,000 were unlawfully начислялись to each “participant.”

Two suspects have been formally charged with abuse of office and official forgery (Part 2 of Article 364 and Part 2 of Article 366 of the Criminal Code of Ukraine). Three others face charges of abuse of office, while the remaining individuals are suspected of aiding and abetting the offense.

The issue of pre-trial measures is currently being decided, including detention with the possibility of bail.
