From November 14, 2026, Ukrainian banks that have joined the relevant memorandum will reduce the monthly transfer thresholds for certain categories of individuals – entrepreneurs and legal entities. The changes will affect newly created individual entrepreneurs of the second and third groups the most, for whom the threshold for transactions without additional confirmation will be reduced from UAH 3 million to UAH 1 million.
The new rules are provided for by the updated Memorandum on Ensuring Transparency in the Functioning of the Payment Services Market, which representatives of the banking community signed on May 14, 2026.
Transitional restrictions began to apply on August 14. From November 14, banks participating in the memorandum must move to the next stage of strengthening financial control.
What limits will be set for individual entrepreneurs
The new thresholds will primarily apply to entrepreneurs who have registered their activities within the last six months or resumed them after a long break.
In particular, the following changes are provided for:
Individual entrepreneurs of the first group – the monthly transfer threshold will be reduced from 600 thousand to 400 thousand UAH.
Individual entrepreneurs of the second and third groups – the threshold will be reduced from 3 million to 1 million UAH per month.
Legal entities with features of shell companies – the threshold will be reduced from 5 million to 2 million UAH.
It is important that this is not a general limitation on the turnover of all entrepreneurs, but rather transaction thresholds, the excess of which may require additional documentary confirmation.
Will banks block transfers above the established amounts
Exceeding the established threshold does not mean automatic blocking of a banking transaction.
A financial institution may request the client to provide documents confirming the origin of funds, the nature of entrepreneurial activity, and the economic justification of payments.
After verification, the bank may agree to conduct a transaction for a larger amount or set an individual limit in accordance with the client’s financial profile.
Thus, entrepreneurs who make significant transfers must be prepared to confirm the legality and economic content of their operations.
Will the limits on card transfers for Ukrainians change?
The new rules from November 14 do not provide for a general reduction in limits for all individuals.
For citizens, the restrictions previously established by the memorandum, which depend on the level of financial risk and the availability of documentary confirmation of income, continue to apply.
In particular:
50 thousand UAH per month – for clients with a high level of financial risk.
100 thousand UAH per month – for clients with a medium or low level of risk who have not confirmed their sources of income.
The limits specified in the memorandum do not apply to citizens with documented income.
At the same time, banks continue to carry out financial monitoring in accordance with current legislation.
Why banks are tightening control over transfers
One of the main reasons for the changes is to combat the use of so-called droppers – individuals who provide their bank accounts to conduct financial transactions in the interests of third parties.
Banks will pay special attention to newly created enterprises that, shortly after registration, begin to make significant payments that are not typical of their declared activities.
The introduction of new thresholds should increase the transparency of financial transactions, help identify suspicious transactions, and prevent the use of the banking system to hide the real participants in payments.
