The rules for state registration for internally displaced persons are changing in Ukraine. From October 22, 2026, IDPs will be able to register as individual entrepreneurs at their place of actual residence after displacement. The innovations are provided for by the Law of Ukraine No. 4924-IX “On Ensuring the Rights and Freedoms of Internally Displaced Persons”.
How to Register an Individual Entrepreneur
According to the new rules, an internally displaced person will be able to register an individual entrepreneur upon his or her own application at his or her place of residence, and not at the previous address before displacement.
A similar principle will apply to the creation of legal entities. If an IDP is one of the founders of a company, it will also be possible to register a legal entity at the place of residence of the displaced person.
In addition, the law allows IDPs to be registered at this address as persons engaged in independent professional activities.
It will also be possible to close an individual entrepreneur at a new address
The changes apply not only to opening a business.
If, after displacement, an IDP decides to terminate their entrepreneurial activity as an individual entrepreneur or independent professional activity, the relevant registration actions will also be carried out at their place of actual residence.
In this case, the law defines the place of residence of an IDP as the address at which the person actually lives after displacement and which they use to exercise their rights and freedoms.
When will the new rules come into effect
The innovation is part of the new version of the Law of Ukraine “On Ensuring the Rights and Freedoms of Internally Displaced Persons”.
The law will enter into force on October 22, 2026.
Thus, it is simplified for displaced persons to link their entrepreneurial and professional activities to their new place of residence after forced displacement.
