In the capital, the planned cost of the reconstruction of the rehabilitation center for children and people with disabilities, located on Mykhaylo Donets Street in the Solomyanskyi district, has increased by almost 250 million hryvnias. At the same time, according to media reports, construction work on the facility has not yet begun.

This is reported by Kyiv1 with reference to “Kyivshchyna 24/7” and an analysis of the decisions of the Kyiv City State Administration.

According to the published information, the reconstruction estimate has significantly increased compared to the initial calculations. The difference between the previous and updated cost of the project is almost a quarter of a billion hryvnias.

Of particular note is the fact that the price increase occurred even before the actual start of construction work.

Estimate increase raises questions about the use of budget funds

The increase in the cost of reconstruction of a socially important facility raises questions about the reasonableness of budget expenditures, planning efficiency, and transparency of management decision-making.

In particular, it remains unclear what exactly caused the increase in the estimate by almost 250 million hryvnias and whether it is related to changes in design decisions, the volume of planned work, or the cost of construction materials.

The report also does not provide the initial and final cost of the reconstruction, the numbers of the relevant orders of the Kyiv City State Administration, and a detailed justification for revising the estimate.

Why is transparency in reconstruction financing important

The reconstruction of the rehabilitation center is of important social importance, as it involves creating appropriate conditions for providing assistance to children and people with disabilities.

At the same time, the use of budget funds for such projects requires proper financial control and documentary justification of expenses.

The legislation of Ukraine in the field of public procurement provides for the principles of openness, transparency, fair competition and maximum economy of budgetary resources.

That is why a significant increase in the cost of a construction project before the start of its implementation requires explanations from the responsible customers and administrators of budgetary funds.

At the same time, the adjustment of project documentation or an increase in the estimate in itself is not evidence of a violation of the law.

Currently, the publication provided does not contain information about official conclusions of regulatory authorities or violations identified during the planning of reconstruction.

The question remains open whether the Kyiv City State Administration will publish a detailed justification for the increase in the cost of work and whether the revision of the estimate will affect the timing of the project implementation.
