In Kyiv, they want to change the rules for towing cars: what they offer to drivers

In Kyiv, it is proposed to change the rules for evacuating incorrectly parked cars for the period of martial law. In particular, the author of the new petition calls not to take away cars that do not impede traffic and do not create an emergency, and to transfer the evacuation itself exclusively to municipal enterprises.

The corresponding petition No. 14533 was registered on the website of the Kyiv City Council.

What evacuation rules are proposed to be changed

The author of the appeal proposes to refuse to evacuate cars during martial law if they do not create obstacles to traffic and emergencies.

Another proposal is not to involve private companies in the evacuation. According to the author of the petition, the transportation of incorrectly parked cars should be carried out exclusively by municipal enterprises.

Separately, the author draws attention to situations during air raids. The driver can urgently leave the car to go to the nearest shelter, and the evacuation of the vehicle, in his opinion, creates additional problems for a person.

At the same time, Kyiv already has a ban on the evacuation of cars by parking inspectors directly during an air alarm. After its completion, a 20-minute period without fines for violations of the rules of stopping and parking is also provided.

How much does it cost to evacuate a car now

The petition also raises the issue of the cost of evacuation and the distribution of the funds received.

According to the author of the appeal, the city budget receives 340 hryvnias in fines for violating parking rules, while a significant part of the payment for transporting a car is received by private operators.

After the increase in tariffs in April, the minimum cost of evacuating a car by private operators in Kyiv is 1,680 hryvnias. This includes, in particular, the transportation of cars weighing up to two tons.

For comparison, in 2025, the minimum cost of evacuation started from 1,200 hryvnias.

Will the rules change in the near future

Petition No. 14533 was registered by Serhiy Boyko on September 21. In order for the petition to be submitted to the Kyiv City Council for consideration, it must collect 6,000 votes within 60 days.

At the same time, registering the petition does not mean an automatic change in the rules for evacuating cars in the capital. For now, it is only a proposal that must be considered in accordance with the established procedure if the required number of signatures is collected.
