Questions have arisen in the capital about the feasibility of further spending on urban infrastructure. The municipal enterprise “Kyivavtoshlyakhmist” announced a tender for the development of design documentation for the repair of an above-ground pedestrian crossing. The expected cost of design and survey work alone is 1.4 million hryvnias. At the same time, an above-ground crossing has already been constructed nearby.

1.4 million hryvnias — only for documentation

This is an above-ground pedestrian crossing located at the intersection of Valeriy Lobanovskyi Avenue and Volodymyr Brozhko Street.

According to the published information, the municipal enterprise plans to order design and survey work for further repair of the structure.

The expected cost of the purchase is 1.4 million hryvnias.

It is important that the indicated amount is provided exclusively for the development of the project, and not for the direct implementation of construction or repair work.

Therefore, the actual cost of the project implementation may be significantly higher.

There is already an overground crossing nearby

The availability of an alternative overground pedestrian crossing near the structure that is planned to be repaired attracted special attention to the procurement.

It was this circumstance that the public organization “Passengers of Kyiv” drew attention to.

According to the information provided in the message, the tender documentation provides for the restoration of the overground crossing structures.

At the same time, the issue of the economic feasibility of such repairs remains open.

In particular, the technical condition of the structure, the need for its further operation, and the justification for design costs require explanation.

Are such costs from the city budget appropriate

The announced procurement raises the issue of the efficiency of using funds allocated for the maintenance and repair of city infrastructure.

Given the presence of an overground crossing, it is important to find out whether an analysis of alternative solutions was conducted and whether the restoration of the overground structure is the most economically justified option.

At the same time, the mere fact of the existence of an alternative crossing does not mean that the above-ground structure does not need repair. The need for work may be related to its technical condition and safety requirements.
