In the Dnipropetrovsk region, law enforcement officers reported suspicions to the former head of the education, youth and sports department of one of the territorial communities in the case of the purchase of unsuitable protective shelters for schools and kindergartens.

According to the investigation, in 2023, the official concluded a contract with a contracting organization for the supply and installation of four modular shelters in the village of Pokrovske. The protective structures were designed to accommodate up to 200 people and were to be used for the safety of children and residents of the community during air attacks.

According to the terms of the contract, the shelters were to be buried in the ground and reinforced with concrete structures. However, as the investigation established, the official did not check the actual compliance of the structures with technical requirements and signed acceptance certificates.

As a result, the local budget transferred 6.3 million hryvnias to the contractor for structures that, according to experts, do not meet state standards and are unable to provide proper protection for people during shelling.

The former official is charged with official negligence, which caused serious consequences (Part 2 of Article 367 of the Criminal Code of Ukraine). The issue of choosing a preventive measure for her is currently being resolved.

The pre-trial investigation is ongoing. Law enforcement officers are establishing all the circumstances of the case and the possible involvement of other persons.

At the same time, according to Article 62 of the Constitution of Ukraine, a person is considered innocent until his guilt is proven in accordance with the law and established by a court verdict.
