An electronic petition has been registered in Ukraine demanding an increase in the salaries of teaching staff and adequate funding for education in the State Budget for 2027. Educators claim that legislative guarantees for wages have not been met and call on the government to reconsider budget priorities.

Educators demand an increase in funding to 7% of GDP

The authors of the appeal emphasize that the draft State Budget for 2027, which the Verkhovna Rada supported in the first reading, provides for funding for education at the level of 5.1% of gross domestic product.

At the same time, Article 78 of the Law of Ukraine “On Education” establishes state guarantees for funding the sector in the amount of at least 7% of GDP.

According to the initiators of the petition, the proposed budget indicators do not ensure full implementation of legislative norms and do not create appropriate conditions for increasing salaries for teaching staff.

Educators are particularly concerned about the distribution of state expenditures.

The appeal states that, against the background of insufficient funding for education, it is expected to increase the costs of the activities of certain state bodies, in particular the Office of the President, the Secretariat of the Cabinet of Ministers, the prosecutor’s office and the judiciary.

The initiators believe that when finalizing the budget, the government should pay more attention to the implementation of social guarantees for education sector employees.

What changes to teachers’ salaries are proposed in 2027

The author of the petition is the head of the united territorial organization of the trade union of education and science workers Iryna Brodyk.

In her appeal to the Cabinet of Ministers, she calls for taking into account the requirements of teaching staff when preparing the draft state budget for the second reading.

In particular, the educators propose:

Increase education funding to a level of at least 7% of GDP, as provided for by law.

Ensure the implementation of legislative guarantees regarding the salaries of teaching and scientific and pedagogical employees.
Provide sufficient funding for salaries of employees of preschool, general secondary and extracurricular education institutions.
Provide additional budget transfers to territorial communities that do not have enough of their own funds to pay salaries to educators.
Set the official salary of an employee of the first tariff category of the Unified Tariff Scale at a level not lower than the minimum wage.
Prevent legislative changes that may worsen the conditions of remuneration and working hours of pedagogical employees.
Why teachers oppose the freezing of salaries

One of the key issues of the petition is the need to implement the provisions of Article 61 of the Law of Ukraine “On Education”, which defines guarantees of remuneration for pedagogical and scientific-pedagogical employees.

The authors of the appeal emphasize that the relevant norms have not been fully implemented for a long time.

In their opinion, further postponement of salary increases worsens the situation of educational employees and creates risks for the staffing of educational institutions.

Special attention is proposed to be paid to preschool and extracurricular education workers, whose financing largely depends on the capabilities of local budgets.

When will the Cabinet consider the petition

The collection of signatures for the electronic petition began on October 30, 2026.

For the mandatory consideration of the appeal by the Cabinet of Ministers, 25 thousand signatures must be collected.

After reaching the required number of votes, the government must consider the issues raised in the manner established by law.

At the same time, supporting the petition will not mean an automatic increase in wages. Appropriate budget decisions are required to implement the proposed changes.
