In Ukraine, they propose to establish a new guaranteed minimum salary for medical workers. They want to guarantee doctors at least 35 thousand hryvnias, nurses and paramedics – 25 thousand, and junior medical staff – 18 thousand hryvnias. A corresponding petition was submitted to the Cabinet of Ministers.

How much do doctors currently receive

The authors of the petition note that almost half a million medical workers work in Ukraine. This is about 100 thousand doctors, 270 thousand paramedics and nurses, and up to 130 thousand junior medical staff.

Currently, the state-guaranteed minimum, determined by Cabinet Resolution No. 28, is 20 thousand hryvnias for doctors and 13.5 thousand hryvnias for nurses.

The authors of the appeal emphasize that these amounts were established at the beginning of 2022 and have not been revised since then.

At the beginning of 2026, the government announced a minimum salary for doctors of 35 thousand hryvnias for full workload. However, according to the authors of the petition, the new regulatory guarantees have not been extended to all medical workers.

What salaries are proposed to be established

The Cabinet of Ministers is urged to amend Resolution No. 28 within 60 days and establish a single guaranteed minimum for doctors, regardless of the form of ownership of the institution and the source of its financing.

The following minimum payments are proposed:

for doctors – from 35 thousand hryvnias;
for paramedics and nurses – from 25 thousand hryvnias;
for junior medical staff – from 18 thousand hryvnias.

At the same time, the indicated amounts should not include additional payments for work in a combat zone, night shifts and part-time work.

They want to index salaries every year

Another proposal is to introduce automatic annual indexation of minimum salaries of doctors from January 1, 2027, at least to the level of inflation.

It is also proposed to prohibit employers from ensuring a guaranteed level of salary by reducing rates or transferring employees to part-time employment.

Separately, the Cabinet of Ministers is asked to extend allowances for work in areas of possible and active hostilities to all medical workers working in such areas, regardless of the source of financing of the medical institution.

At the moment, we are talking about the proposals set out in the petition, and not about the already adopted decision to increase salaries.
