The Verkhovna Rada has registered a draft law on administrative detention and delivery of citizens to territorial recruitment and social support centers (TCC and SP). The initiative provides for a review of the relevant provisions of the legislation in order to bring them into line with the Constitution of Ukraine.

What is proposed to be changed

On October 12, 2026, the Verkhovna Rada registered draft law No. 16139 “On Amendments to Article 24 of the Law of Ukraine “On the National Police” in order to bring the norms regarding the possibility of administrative detention and delivery of citizens to territorial recruitment and social support centers in line with the Constitution of Ukraine”.

The initiator of the legislative changes was People’s Deputy Heorhiy Mazurashu.

As the title of the document suggests, it is proposed to review the provisions of Article 24 of the Law of Ukraine “On the National Police”, which concern the administrative detention of citizens and their delivery to the TCC.

The stated purpose of the legislative initiative is to ensure that these norms comply with the Constitution of Ukraine.

Will the powers of the police and the CCC change?

The full text of bill No. 16139 has not yet been published. Therefore, it is not yet possible to determine what changes the MP proposes.

In particular, it is currently unknown whether the document will provide for:

Changing the grounds for administrative detention of citizens.

Revising the procedure for delivering military conscripts to the CCC.

Introducing additional guarantees for the protection of citizens’ rights.

Clarifying the powers of law enforcement agencies during mobilization measures.

These issues can be assessed only after the text of the bill is published.

At the same time, the current legislation provides that administrative detention is carried out by authorized bodies in cases specified by law. In the context of delivering citizens to the CCC, the police have the relevant powers in accordance with the Code of Ukraine on Administrative Offenses.

What does this mean for those liable for military service

Registration of the bill does not automatically mean a change in the procedure for administrative detention or delivery of citizens to territorial recruitment centers.

For the new rules to enter into force, the legislative initiative must undergo parliamentary consideration, be approved by the Verkhovna Rada, and signed by the President of Ukraine.

Until then, the current procedure remains unchanged.

Thus, as of October 13, 2026, we are talking only about the registered legislative initiative. Its specific content and possible consequences for those liable for military service will become clear after the publication of the text of the document.
