Is it forbidden to keep dogs on a leash?

Information is actively circulating on social media and certain online platforms claiming that there is a complete ban on keeping dogs on a leash in Ukraine. Such reports are untrue, the State Service of Ukraine for Food Safety and Consumer Protection explained.

Ukraine has the Law of Ukraine “On the Protection of Animals from Cruel Treatment,” which defines rules for the humane treatment of animals and establishes requirements for their care. The law aims to ensure that animals are kept in proper conditions, free from cruelty, and with their needs taken into account.

The law does not impose a complete ban on keeping dogs on a leash. However, since 2021, specific requirements have been established that owners must follow.

In particular, it is prohibited to leave a pet tied up if the leash is less than 20 meters long.

An exception is made for dogs performing guard duties—in such cases, the leash must be at least 10 meters long.

Additionally, regardless of the leash’s length, it is prohibited to leave a dog without the ability to take shelter indoors, in a doghouse, or in another structure.

It is prohibited to keep a tethered animal in direct sunlight if the air temperature exceeds +20°C, as well as at temperatures below 0°C if the animal has no opportunity to take shelter in a suitable place.

It is prohibited to leave a pet tied up unattended in public places or areas where people gather (near bus stops, stores, etc.), as well as to tie animals to vehicles or force them to run alongside motor vehicles.
