Prime Minister of Ukraine Serhiy Koretsky is approaching the first 100 days of his term. According to sources in the presidential team, his management style is significantly different from the approaches of the previous head of government Yulia Svyrydenko. In particular, the prime minister pays more attention to the financial capabilities of the state and the independent implementation of government tasks.

How is the management style of the new prime minister different?

October 24 marks 100 days since Serhiy Koretsky was appointed Prime Minister of Ukraine.

According to one of the representatives of the presidential team, the new head of government is able to openly talk to President Volodymyr Zelensky about the financial limitations of the state budget and the impossibility of implementing certain initiatives due to lack of funds.

The interlocutors of the publication also note a decrease in the number of issues that require the direct intervention of the head of state.

According to one of the sources, previously a significant part of management decisions were accompanied by additional meetings with the participation of the president. Instead, key issues are currently discussed at the Stavka meetings, after which the prime minister organizes their implementation and reports on the results.

What problems is Koretsky trying to solve

According to the publication, the prime minister is focusing on practical problems that arise in conditions of full-scale war and constant Russian attacks.

Among these issues:

Reviewing the practice of closing the ground sections of the Kyiv metro across the Dnieper during air alerts, regardless of the level of threat.

Solving the problem of lengthy evacuations of passengers from trains, due to which rail travel can be delayed for many hours.

Systematizing Ukraine’s international obligations to Western partners.

Searching for financial mechanisms to support businesses that have suffered from Russian shelling.

In particular, according to one of RBC-Ukraine’s interlocutors, Koretsky managed to combine the international obligations taken by Ukraine over the past four years into a single control system.

Government faces a shortage of funds

One of the key challenges for the Cabinet of Ministers remains the limited financial resources.

In particular, the government is considering the possibility of creating a mechanism to insure businesses against losses caused by Russian attacks.

This involves supporting entrepreneurs whose production facilities, warehouses, shops and other facilities were damaged or destroyed as a result of shelling.

At the same time, the implementation of such initiatives requires additional funding.

Among the top budget priorities remain the purchase of weapons and payments to military personnel.

According to RBC-Ukraine, one of the possible ways to increase budget revenues is to increase the value-added tax. However, such an initiative may not receive the necessary support in the Verkhovna Rada.

How is the work of the Prime Minister assessed in the Verkhovna Rada

There is no unified position among the people’s deputies regarding the activities of Serhiy Koretsky.

According to the publication’s interlocutor in the Servant of the People faction, some parliamentarians positively assess his work, while others are dissatisfied with the prime minister’s critical statements to the deputies.

At the same time, representatives of the parliamentary majority note the readiness of the head of government for a long discussion of problems and direct communication with the people’s deputies.

When Koretsky headed the government

Serhiy Koretsky was appointed Prime Minister of Ukraine on July 16, 2026. His candidacy was supported by the Verkhovna Rada.

Two days before that, on July 14, the parliament dismissed Yulia Svyrydenko, which, in accordance with the law, led to the resignation of the entire Cabinet of Ministers.

Thus, the first 100 days of the new prime minister’s work are taking place in conditions of significant budget constraints, the need to ensure the state’s defense needs and prepare the country for the winter period.

At the same time, the assessments of Koretsky’s management style given in the publication are based mainly on comments from anonymous sources and are not an official assessment of the government’s performance.
