In Kyiv, more than 60% of the measures envisaged in the capital’s resilience plan have been implemented. The city authorities expect to complete all planned work by December 2026. At the same time, regular Russian shelling and air raids complicate the preparation of critical infrastructure for the winter period.

What the Kyiv resilience plan envisages

According to the mayor, the plan includes a set of measures aimed at ensuring the stable operation of the capital’s critical infrastructure in the face of possible Russian attacks and power outages.

In particular, the following are envisaged:

construction of new boiler houses;
laying of engineering networks;
connection of backup generators;
ensuring stable water supply;
maintaining the operation of water intake and drainage systems;
preparation of heat supply systems for the winter period.

Klitschko emphasized that the city authorities intend to fulfill their obligations and complete the implementation of the plan by December.

What hinders the capital’s preparation for winter

Regular air raids and Russian strikes on infrastructure facilities remain one of the main problems.

According to Klitschko, during air raids, workers are forced to stop work on potentially dangerous facilities, especially those that have previously been attacked.

In addition, not only existing infrastructure facilities are damaged as a result of shelling, but also equipment intended for their construction and modernization.

The mayor also stressed the need to strengthen air defense to protect critical infrastructure.

Zelenskyy stated that Kyiv is lagging behind in preparing for winter

Earlier, President of Ukraine Volodymyr Zelenskyy reported that as of mid-October, the capital was lagging behind other regions in the pace of implementing resilience plans.

According to him, in many regions, in particular border and front-line regions, the level of implementation of relevant measures was higher than in Kyiv.

Amidst discussions about the capital’s readiness for the heating season, Vitali Klitschko was summoned to the Verkhovna Rada on October 13 to report on the city’s preparation for winter.

During his speech in parliament on October 14, the mayor raised the issue of protecting energy facilities, financing security measures, and problems with payments by local governments.

How Kyiv is preparing for possible outages

The capital is also preparing social institutions to work in conditions of possible power and heat supply outages.

In particular, generators have already been installed in one of the boarding houses for the elderly, its own well has been equipped, and a mobile gas boiler room is operating.

In addition, with the financial support of the Vilnius City Hall, solar panels with a capacity of 120 kW are being installed there.

Let us remind you that the heating season for social institutions began in Kyiv on October 16.

Thus, according to the city authorities, the capital’s preparation for the winter period is ongoing, but the completion of the work will depend, in particular, on the security situation and the protection of critical infrastructure facilities.
