Kyiv plans to recapitalize Kyivmiskbud by another UAH 3 billion: funds may be provided in the 2027 budget

The Kyiv City Council has registered a draft decision to increase the authorized capital of PrJSC “HC “Kyivmiskbud”” by UAH 3 billion. It is assumed that the funding will be included in the capital’s budget for 2027 and will allow the company to continue the completion of residential complexes, the construction of which was suspended.

This was reported by the press service of “Kyivmiskbud”.

According to the draft decision, the city plans to carry out additional capitalization by purchasing additional shares of the company. The document was prepared with the participation of three permanent commissions of the Kyiv City Council: on budget, socio-economic development and investment activities, on housing and communal services and the fuel and energy complex, as well as on property and regulatory policy.

If the decision is adopted, the funds are planned to be used in 2027–2028 to complete the construction of residential complexes, put buildings into operation, and build the necessary engineering infrastructure.

According to the company, Kyivmiskbud currently has a portfolio of unfinished construction of over 548 thousand square meters of housing. This includes 120 buildings in 24 residential complexes, the completion of which requires significant financial resources.

After a preliminary recapitalization of UAH 2.56 billion, which the company received at the end of 2025, in March 2026 it was possible to resume construction work on 11 of the 24 residential complexes that had been idle for almost four years.

Kyivmiskbud expects that by the end of 2026 it will be able to hand over apartments to almost 3,800 investors in six residential complexes.

At the same time, in June 2026 the company appealed to the capital authorities with a request for additional recapitalization of at least UAH 3 billion. Valeriy Zasutsky, Chairman of the Board of PJSC “HC “Kyivmiskbud””, explained that the preliminary financing is not enough to fully repay debts to contracting organizations and banks, as well as to complete all unfinished construction projects.

The final decision on the allocation of funds must be made by the Kyiv City Council during the consideration of the capital’s budget for 2027.
