On November 4, information appeared in Kyiv about the detention of two judges of the Pechersk District Court of the capital. According to Telegram channels, among them is allegedly Judge Roman Novak, who previously appeared in disciplinary proceedings and journalistic investigations.

According to preliminary data, simultaneously with the detentions, law enforcement officers are conducting large-scale searches among employees of the National Police and the Security Service of Ukraine. Investigative actions are allegedly taking place at 37 addresses.

At the same time, there is no official confirmation of the detention of judges, in particular Roman Novak, in the above message. The circumstances of the possible criminal proceedings and the procedural status of the defendants currently remain unknown.

What is known about Judge Roman Novak

Roman Novak has been working in the Pechersk District Court of Kyiv since 2008. In September 2013, the Verkhovna Rada of Ukraine elected him a judge for an indefinite term.

In February 2024, the First Disciplinary Chamber of the High Council of Justice brought Novak to disciplinary responsibility. The proceedings concerned his actions during the consideration of a case related to access to documents of the Constitutional Court of Ukraine.

Complaints against the judge’s actions were filed by Constitutional Court judge Oleksandr Kasminin and the Constitutional Court of Ukraine itself.

In addition, in November 2024, Novak refused the prosecutor’s office to extend the suspension of Jan Miksha, deputy head of the Beregov district police department.

According to the investigation, the official could have been involved in organizing the illegal crossing of the state border of more than 20 men. As reported by “Slidstvo.Info”, after the relevant court decision, Miksha was allowed to return to his duties.

The judge’s property declarations attracted the attention of journalists

In May 2025, the publication “190” published an analysis of Roman Novak’s declaration for 2024.

According to journalists, the document indicated:

an apartment with an area of 74.2 sq. m., purchased in 2024 for his minor son for almost 6 million UAH;

a 2023 Toyota RAV4 Hybrid car worth almost 1.6 million UAH;
cash savings in the amount of 40 thousand dollars.

Journalists also drew attention to real estate objects, the value of which was not indicated in the declaration.

At the same time, the information provided in itself does not indicate illegal enrichment or the commission of a criminal offense.

Currently, information about the possible detention of two judges of the Pechersk District Court requires official confirmation from the competent law enforcement agencies.
