Licenses for gambling business – through “Diya”: the state is moving the market online

Complete digitalization of the process

Ukraine has introduced an electronic system for obtaining licenses for gambling organizers through the Diya portal. From now on, the entire process — from submitting an application to receiving a decision — takes place online, without personal contact with officials.

What types of activities are covered

Digital licenses are already available for casinos and slot machine halls, bookmakers, online poker, as well as the B2B segment. Businesses can track the status of the application in real time, which increases the transparency of procedures.

Strengthening market control

In parallel, amendments to the legislation are being prepared that provide for stricter requirements for market participants. This includes checking the business reputation, ownership structure, good faith of companies, and the absence of ties with the aggressor state.

According to Oleksandr Bornyakov, digitalization aims to create a controlled and open gambling market, where technology provides both convenience for business and trust in the state.
