In Ukraine, it is proposed to expand the age limits for men to travel abroad during martial law. In particular, to allow men aged 23–24 to temporarily leave the country. The corresponding electronic petition was registered on the website of the Cabinet of Ministers of Ukraine.

Who is proposed to be allowed to travel abroad

The author of petition No. 41/011083-26еп Roman Korolev proposes to amend the current rules for crossing the state border.

Currently, during martial law, men aged 18 to 22 inclusive can travel abroad without special grounds provided for older age categories.

However, after reaching the age of 23, this opportunity is generally lost.

The initiator of the appeal proposes to extend the relevant right to men aged 23 and 24 inclusive.

To cross the border, they will need to have a valid military registration document and comply with the requirements established by the state.

According to the petition author, such changes will help ensure equality of citizens and consistency of state policy regarding the rules for traveling abroad.

How many signatures did the petition collect

The electronic appeal was published on October 9, 2026 on the official petition portal of the Cabinet of Ministers of Ukraine.

As of October 12, the initiative had collected 52 signatures out of the required 25 thousand.

In order for the petition to be submitted for consideration by the government, it must collect at least 25 thousand votes within 90 days.

If the required number of signatures is reached, the Cabinet of Ministers must consider the appeal and provide an official response.

At the same time, even successful collection of signatures will not mean automatic amendments to the legislation.

Can men aged 23–24 travel abroad now

As of October 14, 2026, the proposed changes have not been adopted.

Accordingly, men aged 23–24 can cross the state border only if there are grounds stipulated by law.

The registered petition is a public initiative, not a decision of the Cabinet of Ministers.

To change the rules of departure, it is necessary to adopt relevant regulatory legal acts.
