Increasing the financial support of military personnel, additional funds for education and medicine, support for displaced persons and a possible revision of the National Cashback program. The Verkhovna Rada has identified priority changes to the state budget for 2027. At the same time, final decisions have not yet been made.
The Budget Committee of the Verkhovna Rada recommended that the parliament support the draft state budget for 2027 in the first reading. This was reported by the head of the committee, Roksolana Pidlasa, reports Suspilne.
According to her, the people’s deputies have processed 5,236 amendments to the draft law and supported 90 budget conclusions. The government should consider them during the preparation of the document for the second reading.
A preliminary consideration of the state budget in the first reading is expected on October 28.
Military personnel may increase payments: what is proposed
One of the key issues remains defense financing and social security for military personnel.
The Budget Committee recommended that the Cabinet of Ministers consider the possibility of increasing the financial support of Ukrainian defenders. At the same time, specific amounts and terms of a possible increase in payments have not yet been determined.
In addition, it is proposed to:
Increase state guarantees for enterprises of the defense-industrial complex by half — up to UAH 60 billion.
Provide additional financing for the construction and purchase of housing for servicemen of the Armed Forces of Ukraine.
Create a separate subvention for local budgets to provide centers for training citizens for national resistance.
Increase financing for osteointegrative prosthetics for veterans.
Thus, the parliamentary committee proposes to strengthen not only the defense capabilities of the state, but also support for the military and veterans.
Education will receive additional funds: will teachers’ salaries increase
The changes may also affect the education sector.
In particular, the deputies supported the allocation of almost UAH 27 million for the remuneration of teachers involved in conducting the National Multi-Subject Test.
Another 700 million UAH are proposed to be additionally directed to the scientific activities of the institutions of the National Academy of Sciences of Ukraine, and 10 million UAH to the Ukrainian Leadership Academy.
Separately, the government was recommended to find funding for the implementation of a pilot project on the reform of teachers’ remuneration.
Also among the priorities are the arrangement of shelters in schools and kindergartens, the development of workshops in vocational education institutions, and ensuring the energy independence of educational institutions.
Additional 150 million UAH for medicines: who will be affected by the changes
In the medical sphere, the budget committee supported the proposal to allocate an additional 150 million UAH for the purchase of drugs for the treatment of autoimmune diseases of the nervous system and neuromuscular diseases.
In addition, the Cabinet of Ministers should consider the possibility of financing medicines for patients with achondroplasia and Duchenne muscular dystrophy.
It is also proposed to provide additional funds for medical products for the Feofania Clinical Hospital.
“National Cashback” under question: can payments be stopped
One of the most controversial proposals was the review of the financing of the state program “National Cashback”.
The Budget Committee proposed to prohibit the use of funds from the budget program to support the development of production and entrepreneurship to pay cashback to Ukrainians.
UAH 9.4 billion is provided for the relevant program.
According to Roksolana Pidlasa, these funds should be directed directly to supporting business.
At the same time, the government was recommended to assess the feasibility of further financing the “National Cashback” from the state budget.
Important: the program has not been canceled yet. These are only proposals from the Budget Committee, which still need to be considered during further work on the budget.
Housing programs may increase funding for displaced persons
The deputies paid special attention to supporting internally displaced persons and citizens who lost their homes as a result of the war.
Among the proposals are an increase in funding for compensation for destroyed housing, preferential housing loans, and the creation of social housing for IDPs.
At the same time, priority in providing housing is proposed to be given to combatants and people with disabilities as a result of the war.
In addition, the committee recommended leaving communities with an additional 4% of the personal income tax, in addition to the military personal income tax.
According to preliminary calculations, such a decision could reduce state budget revenues by UAH 18.2 billion.
Another proposal is not to withdraw the reverse subsidy from local budgets. For this, it will be necessary to find an additional UAH 19.2 billion.
Farmers are proposed to increase compensation to 75%
The draft budget amendments also provide for measures to support Ukrainian producers.
In particular, the deputies proposed to increase compensation to farmers for the construction and reconstruction of livestock farms from 50% to 75% of the cost of work.
An additional UAH 100 million is proposed to be directed towards humanitarian demining.
Other initiatives include expanding preferential lending to farmers, supporting the transportation of agricultural products from frontline areas, and increasing funding for war risk insurance.
