Mobilized IT specialists will be able to serve in their specialty

Military personnel with IT expertise may be promoted to officer rank and serve in positions related to the digital transformation of the armed forces.

The relevant Decree No. 214/2026 was signed by the President of Ukraine.

The Ministry of Defense has clarified what is changing.

Mobilized IT specialists may receive an officer rank. Military personnel serving under mobilization or conscription, after being selected for positions as digital transformation specialists, will be able to receive the initial officer rank of “second lieutenant.”

The decision is made by the Minister of Defense. After the candidate is approved by the Deputy Minister for Digital Development, Digital Transformation, and Digitalization, the Ministry issues the corresponding order.

A specific procedure for personnel decisions has been established. Appointments, transfers, or reassignments for digital transformation specialists will be carried out in accordance with special procedures defined by the Ministry of Defense.

Candidates for IT specialist positions will be selected in two stages:

• in military units—commanders will conduct an initial selection among mobilized servicemembers;
• at the Ministry of Defense—verification of documents, compliance with requirements, and, if necessary, an interview with representatives of the Digital Transformation Directorate.

Upon successful selection, the servicemember is awarded the rank of second lieutenant and appointed to an IT position.
