The National Anti-Corruption Bureau of Ukraine has completed a pre-trial investigation into a lawyer suspected of attempting to bribe the first deputy head of the State Inspectorate for Architecture and Urban Planning (DIAM). According to the investigation, he offered the official $20,000 for assistance in issuing a certificate of readiness for a construction project in Kyiv.

Who is suspected of attempting to bribe the management of DIAM

According to journalists, the person involved in the criminal proceedings is lawyer Roman Kolot, who represented the interests of a construction company.

At the same time, the name of the suspect is not officially mentioned in the report of the anti-corruption authorities.

As the investigation established, the construction company applied to the State Inspectorate for Architecture and Urban Planning to obtain a certificate of readiness for operation of a multi-level surface parking lot in Kyiv.

However, during the inspection, inspectors found gross violations of building codes. Because of this, the company refused to issue the relevant document.

$20,000 for a certificate without eliminating violations

According to law enforcement, after the refusal to issue a certificate, the lawyer representing the interests of the developer offered the first deputy head of DIAM an illegal benefit.

It was about $20,000 for assistance in obtaining a certificate of readiness for operation of the facility without eliminating the identified violations.

The official refused the offer and applied to the National Anti-Corruption Bureau with a statement about a possible criminal offense.

In July 2026, law enforcement officers exposed the lawyer for offering illegal benefits. Later, he was informed of the suspicion.

NABU completed the investigation: what will happen next

On October 14, 2026, it became known about the completion of the pre-trial investigation.

By decision of the SAPO prosecutor, NABU detectives opened the materials of the criminal proceedings to the defense for review.

“As of today, the pre-trial investigation in the case has been completed. Currently, on the instructions of the SAPO prosecutor, NABU detectives have opened the case materials to the defense for review,” the anti-corruption authorities reported.

After completing the review of the case materials, the prosecutor will be able to decide on sending the indictment to court.

Earlier, the court chose a preventive measure for the lawyer in the case of an attempt to bribe the management of DIAM. It was also reported that the term of the procedural duties imposed on him was extended.

It is worth noting that the completion of the pre-trial investigation does not mean establishing the guilt of the suspect. In accordance with the principle of the presumption of innocence, a person is considered innocent until his guilt is proven in accordance with the law and established by a court verdict of guilt.
