The National Anti-Corruption Bureau of Ukraine has initiated criminal proceedings, the materials of which include former football player and Kyiv City Council deputy Oleksandr Shovkovsky. Among the circumstances that, according to the published material, are being investigated are the possible extortion of $250,000, the alleged use of connections in law enforcement agencies, as well as the issue of declaring income from advertising activities.

Criminal proceedings No. 52026000000000469 were registered by NABU on August 13, 2026. Its circumstances are related to a property conflict around the premises of a shooting range in the Solomianskyi district of Kyiv.

What is known about the conflict

According to the materials submitted to NABU, the premises have been rented since 2021 by the company “TAKTIK”, which the author of the publication associates with Shovkovsky and his wife. The company was supposed to carry out repairs at its own expense, and for this period it was exempted from rent. The list of works and their cost had to be agreed with the owner and confirmed by relevant documents.

In 2023, the contract was terminated, and in the acceptance and transfer act the parties noted the absence of mutual claims. Later, the owner decided to sell the premises. It was after this, as the materials claim, that a conflict arose regarding compensation of $250,000 for the allegedly carried out repair work.

The author of the publication claims that the owner of the premises was allegedly demanded to return this amount, and otherwise threatened with criminal prosecution. These statements are not currently facts established by the court.

Searches and criminal proceedings

In March 2026, searches were carried out in the offices of LLC “ZAVOD EXPRESS” and at the place of residence of its owner. The owner was detained, after which the court chose for him a preventive measure in the form of detention with the possibility of posting a 10 million UAH bail.

After that, Shovkovsky publicly commented on the situation on social networks. He reported that due to the unwillingness of the property owner to “agree”, he had to contact law enforcement officers, and expressed hope for a peaceful resolution of the issue. At the same time, according to the author of the material, Shovkovsky officially does not have the status of an applicant, victim or witness in the relevant proceedings.

NABU, as noted in the publication, is checking, in particular, the possible use of deputy status and personal connections to resolve a private property dispute.

The issue of declaration is being checked separately

Another area of the inspection is the declaration of income. The materials submitted to NABU state that Shovkovsky’s declaration does not contain information about income from advertising cooperation with the bookmaker Betking.

Also, according to the author of the publication, the declaration does not contain information about the right to claim funds in the amount of $ 250 thousand. These circumstances are also called the subject of the NABU inspection.

Currently, we are talking about verifying the circumstances set forth in the materials. Registration of criminal proceedings and conducting an inspection in themselves do not mean proving the guilt of a person.
