NABU searched the former head of the KNIISE in a case related to Ilya Vityuk

Detectives of the National Anti-Corruption Bureau conducted a search at the residence of the former Director General of the Kyiv Research Institute of Forensic Examinations Oleksandr Ruvin. The investigative actions took place within the framework of criminal proceedings separated from the case of the former head of the SBU Cybersecurity Department Ilya Vityuk regarding illicit enrichment.
According to the court case materials, the search took place on August 12. NABU detectives seized Ruvin’s mobile phone. Since the password to the device was not provided and it remained blocked, the phone was recognized as material evidence.
The Supreme Anti-Corruption Court seized the seized device.
What NABU is investigating
The investigative actions were carried out within the framework of proceedings regarding the alleged forgery of an examination and the preparation of a knowingly false expert opinion regarding the value of the apartment of Ilya Vityuk’s wife.
According to the investigation, in May 2024, a NABU detective ordered an examination in Vityuk’s case and instructed the specialists of the KNIISE to conduct it.
In November of the same year, the detective asked to return the materials and leave the resolution on conducting the examination without execution. A few weeks later, the materials were returned to the NABU, and the corresponding letter was signed by the then head of the KNIISE, Oleksandr Ruvin.
However, in February 2025, the detectives established that the KNIISE experts had nevertheless conducted a forensic evaluation and construction examination.
According to the investigation, the date of execution could have been forged in the documents to create the impression that the studies were conducted before the resolution on appointing the examination was revoked. In particular, some documents were allegedly created in December 2024, but dated November.
This concerns the evaluation of Vityuk’s wife’s apartment
The NABU also received correspondence from individual KNIISE experts regarding the determination of the value of the apartment of the wife of a former SBU official.
According to the investigation, the value of the property could have been underestimated by using irrelevant objects for comparison.
Earlier, NABU and SAPO completed the investigation into the former director of the SBU cybersecurity department Ilya Vityuk.
According to the investigation, in December 2023, he purchased an apartment for UAH 21.6 million and registered it for his wife. At the same time, the value of the property was indicated in the contract at UAH 12.8 million.
To substantiate the origin of the funds, Vityuk’s wife indicated income from entrepreneurial activity and the provision of legal and consulting services. However, NABU and SAPO believe that such services were not actually provided.
In addition, according to the anti-corruption authorities, there is no confirmation of the legal origin of another UAH 8.8 million spent on the purchase of the apartment.
