“National Cashback” on fuel extended: new program restrictions and conditions

The Cabinet of Ministers of Ukraine has decided to extend the partial fuel cost compensation program within the framework of the state initiative “National Cashback” until May 31, 2026. At the same time, with the extension of the program, the government revised its financial parameters, reducing the maximum amount of monthly compensation.
As reported by the Ministry of Economy, from May 1, the maximum amount of cashback will be up to 500 hryvnias per user. Previously, this figure reached 1,000 hryvnias per month. The department explains this decision by the need to optimize the budget burden while maintaining the broad coverage of the program. According to official data, the actual accruals of most participants have not previously exceeded the new established limit.
The scale of the program and its target audience
Since its launch on March 20, more than 2 million citizens have already used the program. At the same time, 91% of recipients are owners of budget segment cars with a small engine capacity, which indicates the social focus of the initiative.
The program is designed to partially compensate households for fuel costs, which remain one of the most sensitive items of expenditure in conditions of economic instability.
Amount of compensation depending on the type of fuel
The reimbursement mechanism provides for a differentiated approach:
15% for diesel fuel;
10% for gasoline;
5% for autogas.
According to government estimates, this allows reducing the final cost of fuel by approximately UAH 2–13 per liter, depending on its type.
Infrastructure and coverage
As of today, 219 gas station operators have joined the program, including both large national chains and regional gas stations. This ensures virtually nationwide coverage and accessibility of the program for the majority of citizens.

Part of a broader economic policy
Cashback on fuel is part of the comprehensive National Cashback program, which already has over 4.8 million active users. In addition to fuel compensation, it provides for:
15% cashback for most non-food products and certain categories of products;
5% for food, pharmacy products, and gardening products.
It is important that the accrual is made exclusively for non-cash payments, which also contributes to the de-shadowing of the economy.
Citizens can use the funds received to pay for utility and postal services, purchase medicines, books, Ukrainian-made goods, or direct them to charitable needs, including supporting the Defense Forces of Ukraine.
How to join the program
To participate in the National Cashback program, you must:
open a special card in one of the partner banks;
consent to the processing of transaction data;
activate the corresponding service through the Diya application.
Thus, the state continues to balance between supporting citizens and optimizing budget expenditures, adapting social programs to current economic conditions.
