The Norwegian government has announced an additional 500 million Norwegian kroner, equivalent to approximately 48 million euros, to Ukraine. The funds will be used to restore energy infrastructure damaged by Russian attacks, purchase equipment, and ensure stable electricity supply ahead of the winter period.

What Ukraine will spend almost 50 million euros on

The new package of financial support will be provided within the framework of the Norwegian Nansen program, which provides long-term assistance to Ukraine.

The main purpose of the financing is to strengthen the resilience of the Ukrainian energy system before winter and minimize the consequences of Russian shelling.

The funds are planned to be used for:

Restore energy infrastructure facilities damaged by Russian attacks.

Purchase new energy equipment.

Carrying out emergency and recovery repair work.
Investing in strengthening critical infrastructure.

Increasing the reliability of electricity supply in the winter period.

The funding will be provided during November and December 2026.

Norway warns of risks of new war winter

Norwegian Energy Minister Terje Asland announced a new aid package during a visit to Kyiv on October 27.

According to him, Ukraine is approaching another winter in conditions of full-scale war, so international support for the energy sector remains critically important.

The minister stressed that timely financing for equipment purchases and restoration of damaged facilities is necessary to ensure stable electricity supply and prevent serious humanitarian consequences.

How Ukraine will receive funding

The aid will be transferred through the Energy Support Fund of Ukraine.

This mechanism allows international contributions to be directed to specific needs of the energy sector, including equipment purchases, repair work and investment projects.

It is important that Ukraine independently determines the priority areas for the use of funds, taking into account the current state of the energy infrastructure and the urgency of restoration work.

This approach should ensure prompt financing of the most critical needs.

How much has Norway already allocated to Ukraine

According to the Norwegian government, since the beginning of the full-scale Russian invasion in 2022, the country has allocated more than 16 billion Norwegian kroner to support the Ukrainian energy sector.

These funds were used to purchase natural gas, restore damaged infrastructure, and implement new energy solutions.

The total amount of assistance to Ukraine under the Nansen program in 2026 will be 85 billion Norwegian kroner.

In particular:

70 billion kroner is provided for military support.

15 billion kroner for civilian and humanitarian assistance, including support for the energy sector.

The new package of 500 million kronor is part of the civilian and humanitarian component of the funding.

European countries increase support for Ukrainian energy

Norway is not the only European country to announce additional funding for Ukrainian energy infrastructure ahead of winter.

In particular, on October 16, Sweden announced the allocation of 500 million Swedish kronor, or almost 45 million euros, to support the Ukrainian energy system.

In addition, Finland announced the allocation of 5 million euros for Ukraine’s energy needs.

Thus, international partners continue to finance the restoration of Ukraine’s critical infrastructure, which remains one of the main targets of Russian attacks.

The additional support should help Ukraine prepare the energy system for winter loads, accelerate repair work and reduce the risks of long power outages.
