Overpayment of almost UAH 1 million on diapers and nappies: an official of the territorial center will be tried in Kyiv

In Kyiv, a pre-trial investigation has been completed into an official of the Territorial Center for Social Services of the Svyatoshynskyi district, who is accused of embezzling budget funds during the purchase of diapers and diapers. According to the investigation, the local budget overpaid almost one million hryvnias due to the inflated cost of the goods.

This was reported by the press service of the Kyiv City Prosecutor’s Office.

The purchase was carried out at inflated prices

The investigation established that in August 2025, the municipal institution announced a tender for the purchase of diapers for children and hygiene products for people who need constant care. At the same time, the expected cost of the goods was determined to be significantly higher than their market price.

According to law enforcement officers, the official knew about the discrepancy between the purchase price and the real prices, but did not take measures to eliminate the violations and ensured that the tender was held on terms that were unfavorable for the municipal institution.

As a result of the conclusion of the contract, almost 1 million UAH was overpaid from the budget.

The indictment has already been submitted to the court

Juvenile prosecutors of the Obolon District Prosecutor’s Office of Kyiv have submitted an indictment against the official to the court.

Her actions are qualified under Part 5 of Article 191 of the Criminal Code of Ukraine – embezzlement of another’s property through abuse of official position in especially large amounts.

If found guilty, the accused faces up to 12 years in prison, deprivation of the right to hold certain positions for a period of up to three years, as well as confiscation of property.

Not the first case regarding procurement in the capital

Earlier, law enforcement officers also reported suspicion of an official of the municipal enterprise “Educational Agency of Kyiv”, who is suspected of overpaying during the purchase of equipment for biology classrooms.

According to the investigation, the tender was actually held without competition, as only one participant took part in it, who was later recognized as the winner.
