Payments may be suspended: the government has changed the rules for checking veteran statuses

The Cabinet of Ministers has changed the rules for verifying veteran statuses before assigning a one-time cash benefit. Now, if state bodies have doubts about the legality of acquiring the status, they may stop the consideration of the application for additional verification. And if it turns out that the status was obtained in violation of the established procedure, the payment may not be assigned.

The relevant changes were approved by the government by resolution No. 1001 of August 6, 2026.

The new rules apply, in particular, to family members of the fallen Defenders of Ukraine and persons with disabilities as a result of the war. In addition, the document clarifies certain procedures related to veteran certificates.

Status will be verified before assigning money

One of the key changes is an additional verification of the legality of acquiring the relevant status before the Ministry of Veterans Affairs makes a decision to assign a one-time cash benefit.

If, by the time the decision on payment is made, the person has been deprived of the status of a family member of a deceased Defender of Ukraine or the status of a person with a disability as a result of the war due to a violation of the procedure for its acquisition, a lump-sum cash benefit will not be assigned and paid.

That is, when deciding on the issue of payment, not only the fact of the status itself will be important, but also the legality of its acquisition.

The check may delay the decision for up to three months

If doubts arise during the consideration of documents regarding the legality of the acquisition of status, the Ministry of Veterans Affairs may request additional documents or information.

In this case, the deadline for making a decision on a lump-sum cash benefit is extended.

The maximum period for such an extension will be up to three months from the date of sending the relevant request.

Thus, if additional information is needed to confirm the legality of the status, the applicant will have to wait longer for the final decision on the payment.

When the consideration of the application will be suspended

The new rules also establish the procedure for structural units that work with relevant documents at the local level.

If such a unit detects possible violations during the granting of veteran status, it must notify the Ministry of Veterans Affairs.

After receiving the relevant information, the Ministry of Veterans Affairs suspends consideration of the application for the assignment of a one-time cash benefit within three days.

After that, the circumstances related to the legality of the person’s acquisition of the relevant status must be clarified.

Who may not be granted the payment

The key reason for not granting the benefit will be the situation when the person was deprived of the relevant status due to a violation of the procedure for its acquisition even before the decision on the payment was made.

The innovations concern, in particular:

family members of the deceased Defenders of Ukraine;

persons with disabilities as a result of the war.

At the same time, the mere presence of an additional check does not mean an automatic refusal to pay. This is about the possibility of suspending the procedure to clarify the circumstances.

Changes also affected veteran certificates

Resolution No. 1001 regulates not only the issue of one-time cash assistance.

The government also clarified the procedure for extending veteran certificates for children with disabilities after they reach adulthood.

Thus, the new rules cover several areas at once – verification of the legality of veteran statuses, the assignment of related payments, and separate procedures for certificates.

The main practical change for applicants is that before assigning a one-time assistance, the state will be able to additionally verify the grounds for acquiring the status. If doubts arise, the consideration of the case may be stopped, and the deadline for making a decision may be extended up to three months. If a violation of the procedure is established and the person is deprived of the relevant status before the decision is made, the money will not be assigned.
