Pensions up to UAH 25,950 and above: who in Ukraine is entitled to special payments in 2026

In 2026, the subsistence minimum for persons who have lost their ability to work is UAH 2,595. Accordingly, ten such subsistence minimums are UAH 25,950. It is from this amount that restrictive coefficients begin to be applied for a number of special pensions.

Who can receive special pensions

In Ukraine, certain categories of citizens have pension benefits that are regulated by special norms and differ from the usual pension by age.

These include, in particular, prosecutors, judges, civil servants, military personnel, certain employees of law enforcement agencies, persons who suffered as a result of the Chernobyl accident, as well as some other categories.

The list of pensions for which a special payment procedure is provided for in 2026 also includes payments under the laws on diplomatic service, local self-government, the National Bank, the Cabinet of Ministers, the status of a people’s deputy, scientific activity, and others.

What happens to pensions over UAH 25,950

During the period of martial law in 2026, reduction coefficients are applied to certain special pensions that exceed ten subsistence minimums.

It is important that they do not apply to the entire pension, but only to that part of it that exceeds UAH 25,950.

Depending on the amount of the excess, the following coefficients are applied:

from 10 to 11 subsistence minimums – 0.5;
from 11 to 13 – 0.4;
from 13 to 17 – 0.3;
from 17 to 21 – 0.2;
for the part exceeding 21 subsistence minimums – 0.1.

That is, the basic part of the pension payment up to the level of UAH 25,950 is paid without applying these coefficients, and the restriction applies to the amount of the excess.

For whom are exceptions provided

The Law on the State Budget for 2026 provides for a special procedure for the payment of such pensions during martial law. At the same time, the legislation establishes exceptions for certain categories of persons, in particular those who directly participated in the defense of Ukraine.

Thus, the statement about the “maximum pension of UAH 25,950” needs clarification: for special pensions, this is primarily a threshold after which reducing coefficients may be applied to part of the payment, and not an absolute limit on the amount that a person can receive under any conditions.
