The Verkhovna Rada intends to adopt a draft law on virtual assets in August, which should finally regulate the cryptocurrency market in Ukraine.

“A very important draft law is already ready. We should adopt this document in August,” said People’s Deputy Danylo Hetmantsev.

What does the draft law provide for

The document should establish the legal principles for the functioning of the virtual assets market in Ukraine and determine the rules for their taxation.

At the same time, cryptocurrency will not be recognized as an official means of payment. Virtual assets will have a legal regime close to movable property, which will allow legalizing their circulation and creating understandable rules for market participants.

According to People’s Deputy Yaroslav Zheleznyak, the draft law will be significantly finalized by the second reading.

Why the law is still not working

Back in 2022, the Verkhovna Rada adopted the Law “On Virtual Assets”, which was signed by President of Ukraine Volodymyr Zelensky. However, the document never entered into force due to the lack of necessary amendments to the Tax Code.

In addition, in 2025, the parliament supported in the first reading draft law No. 10225-d, which provides for the legalization of the virtual assets market and defines the main principles of their taxation. The document has not yet been adopted by the second reading.

What other draft laws are planned to be considered

By the end of 2026, the Verkhovna Rada also plans to adopt a new Customs Code, laws on the taxation of international postal items, securitization of assets, the activities of non-state pension funds, deregulation of securities issuance, and the introduction of tax incentives for small private investors.
