The Council approved the improvement of the work of industrial parks – Kysylevsky

The Verkhovna Rada of Ukraine has approved in general the draft law No. 12117 on improving the operation of industrial parks. This was announced by the initiator of the draft law, Deputy Chairman of the Verkhovna Rada Committee on Economic Development Dmytro Kysylevsky.
“Based on the results of constant monitoring of the development of industrial parks, we have collected problems, the solutions of which have now been approved by the Verkhovna Rada. In essence, these are technical issues that arose during the practical application of the legislation adopted by the Rada in 2022. But each of them, if resolved, will contribute to the faster development of this area and the emergence of new production facilities,” explained Dmytro Kysylevsky.
As of the end of 2025, 37 factories had been built or were being built in the industrial parks of Ukraine. During 2026, production enterprises in the parks continue to open.
The following issues are regulated in the draft law No. 12117:
The functions of all subjects of an individual entrepreneur are more clearly delimited
The initiator of the creation of an individual entrepreneur is given the opportunity to also be a management company without creating a separate legal entity
The concept of “eco-industrial park” is introduced, the Cabinet of Ministers is given the authority to establish criteria for eco-industrial parks.
A new type of land purpose is introduced – industrial park land
The procedure for expanding and reducing the area of an industrial park is regulated
The issue of transferring ownership rights to a land plot within the industrial park from the initiator of the park to another person is regulated.
The possibilities for creating an individual entrepreneur are expanded: it is allowed to consider land plots as adjacent if there are forest protection strips between them;
The procedural issues related to the inclusion and exclusion of industrial parks from the Register are improved;
The competitive procedure for selecting a management company is improved;
The opportunity has been introduced for management companies whose main activity is the leasing of real estate to receive state support provided to small and medium-sized businesses (loans under the 5-7-9 program).
Time restrictions on the acquisition of capacity for small electricity distribution systems in industrial parks have been lifted.
The provisions on state incentives for IPs have been improved, including by transferring international technical assistance from local governments to IPs.
Draft Law No. 12117 “On Amendments to Certain Legislative Acts of Ukraine on Improving the Functioning of Industrial Parks” was adopted in the first reading (as a basis) by the Verkhovna Rada on February 11, 2025.
Industrial parks are a component of the Made in Ukraine policy for the development of Ukrainian producers. Its goal is to create conditions for the development of domestic production, attracting investment, and increasing non-raw material exports.
