Road accidents, electronic fraud and the 2027 budget: what the Verkhovna Rada will consider on September 16

On September 16, the Verkhovna Rada plans to consider a number of legislative initiatives related to liability for traffic violations, electronic fraud, taxation of international parcels and other areas. The draft State Budget of Ukraine for 2027 is also to be presented to the parliament.

Strengthening liability for road accidents

A decision is planned to consider draft laws No. 15348 and No. 15348-1.

The documents provide for amendments to the Code of Ukraine on Administrative Offenses, and an alternative draft law also to the Criminal Code. This concerns strengthening liability for actions that lead to death or injury to people on the roads.

New punishment for electronic fraud

In the second reading, deputies plan to consider draft law No. 10190 on establishing criminal liability for electronic communications fraud.

Also, draft law No. 15024 was submitted for the second reading, which concerns the simplification of bankruptcy and insolvency procedures for micro and small businesses, as well as the features of bankruptcy of individual state-owned enterprises and companies for which a decision on privatization has been made.

Taxation of international parcels

A separate block of the agenda concerns international postal and express shipments.

It is proposed to include a number of draft laws No. 16051 and alternatives to it on the agenda, which provide for amendments to the Tax Code regarding VAT taxation of distance sales of goods arriving in Ukraine via international postal and express shipments.

In addition, the second first reading is scheduled to consider draft law No. 15460 regarding customs clearance of such goods.

Fines for excessively loud cars

In the first reading, the parliament also plans to consider draft law No. 15358. It provides for the establishment of liability for driving vehicles exceeding the permissible noise level.

Ukraine and the European Defense Fund

There are also two ratification issues on the agenda.

Draft law No. 0390 concerns the ratification of the Agreement between Ukraine and the EU on Ukraine’s participation in the European Defense Fund.

Another document — No. 0391 — provides for the ratification of the agreement on financing activities within the framework of the European Defense Industry Program.

The 2027 budget will be presented to the Council

One of the key issues of the meeting will be the presentation of the draft State Budget of Ukraine for 2027 — draft law No. 16000.

Thus, the agenda of the parliament on September 16 covers several important areas at once — from road liability and combating electronic fraud to tax changes, defense cooperation with the EU, and the country’s main financial document for the next year.
